It isn't as straightforward as you think: south american catholic priests that created the liberation theology, with a huge impact on argentine politics thanks to father Carlos Mugica and peronism, are the reason why Francis wrote Lumen Fidei and Laudato Si encyclicals that way.

If you see communism through american lenses and not through the liberation theology lense then you can't never understand the Popes stances on anything. Reading about peronism and demographic changes also help.

With demographic changes I mean that christians are being born mostly in Africa, not in first world countries. The church works with souls, they need more souls to hold power and they are doing just that. Look at China's christian church for an example on the soul market.
