From an atemporal deterministic perspective, I would argue that all possible commands exist in possibility space, and that the incentive flow conjures the utterance via the passive cypher of the agent. There is no "free will" in this system, only the Outside reaching In.

Evolution simply punishes the failure of biological systems to adapt, and to adapt is simply to stay alive right? So you might say that our linguistic performances need to be able to survive to survive, sure. But, that doesn't really give us a teleology.
