The oddly low IQs of places like Puerto Rico and Hawaii make me think brain drain is a real phenomenon. Also believe an opposite version exists where immigration is of people less intelligent than their average population, call it "brain dump"

Sane/moral immigration policy would think through both these factors. The fact we can't even measure them leads to the logical conclusion we should shut it down "until we can figure out what the hell is going on." Neoliberalism wants to quantify everything except what matters

Btw, by "oddly low" I mean much lower than expected given the demographic compositions. An obvious conclusion is that, being US territories, it's trivially easy for smart people to move away to places with more opportunity. There's no discussion of the consequences of this.
