One way to think of political philosophy is as a map of policy space. Different political philosophies will let you access different parts of policy space. Liberalism is constrained in a certain way, Marxism in another, etc, and that’s how they produce differences in governance.

I doubt it in general - why rely on such indirect means - but presumably members are sometimes reluctant to perform their duties and have to be coerced.
