How to recycle organisation? Legislation to cap age? Also, can we reduce bad effects by constraining organisation size?

Isn't this democracy (with talent being judged in influencing people?). If I know that whatever I take now will be passed directly to my children but that they won't have the same chance won't we have the same kind of corruption we're seeing now?

So you'd need a set of instructions which can ensure meritocracy with hereditary rights so long as they can do as per the instruction set...a theocracy in short? (Book matters obviously)
