Isn't this "patchwork" idea just inconsistent anarchism? You decentralise the nation-states away in favor of local sovereigns, but then just ... stop?

Open to any scale of conduction that produces units of effective sovereignty. (Doubt that anything smaller than substantial social units are capable of that yet.)

That is highly dependent on the environmental structures though. Striving towards a framework that allows as much personal sovereignty as possible makes sense.

Striving for a framework in which sovereign states are multiplied and constrained by amplified international competition, thus inhibited in their attempts to minimize personal (exit-based) independence, is the NRx translation.

This leaves local power structures intact that will inevitably infringe independence. What keeps the micro-Caliphate or micro-Reich from limiting exit if it is advantageous? Again, it sounds like a partial surrender. "We will destroy central power - up to this point, no further."

Again, I agree with most principles. The distribution of power, the free competition of models, the autonomy of choice. It's just that a system that strives to keep what are essentially state structures intact seems like an incomplete application of those principles.

"State structures" are experimental variables. The more comprehensive the experimental range the better. Just be ready to discover minimal practical levels of organized governance.

That does not sound like a general condemnation of individual sovereignty, but a historically-funded skepticism, which I find understandable. You are right that there needs to be a lot of research done.
