Agree—very much thinking of "military threat estimation" when I say "grudging respect" I mean when the threat estimation changes, such that a former sovereign unit is seen as either invincible in open conflict (=> ressentiment) or entirely pathetic (=> contempt)

seems Schwund is saying that effectively heading off separatism is prerequisite to being/becoming a sovereign unit, and I am inclined to agree
