The idea of decentralisation is not to eradicate relations, but to increase dynamism. That's why we instead of a world government, we have a meshwork of pacts and treaties. Same between polities in a patchwork model. Do you think this doesn't work sub-locally?

Interesting phrasing, that in my view shows how sovereignty shouldn't be treated as a binary yes-or-no, but rather a degree on a spectrum. Because I don't think there is a distinction that makes a sponge deserving of sovereignty, and a tree not.
