Everyone who's getting excited about UBI should look into the Fair Tax plan. A portion of that plan has always essentially been UBI.

Consider the Alaska permanent fund payments--these seem to be working out ok. Promoting income for everyone sufficient to live on is a mistake, but I think it's quite reasonable to have some dividend for citizenship. Just make sure it doesn't make the dysgenics worse.

We could convert today's voting rights into ownership shares of the government. Even if we don't, at least people might have a more obvious incentive against dilution if they see that their payment declines as more people come in.

... Put a hard cap on the number of shares. If you want to buy in, you have to find someone who wants to sell out. (Shouldn't be difficult, frankly.)
