I just want to go back to the pre-modern welfare state, where those who couldn't support families didn't get to have them, but we didn't leave them to starve. What's so wrong with almshouses and workhouses? Historically only ~80% of people in Western Europe had children.

Granted, that would only be enough to raise IQ by ~2 points a generation if fertility rates are the same for all IQs above say 80. On the other hand, that should be enough to cope with the brain drain if space colonisation takes off, since only a fraction of those capable will go
