The M is sufficiently large wrt small states, and sufficiently small wrt large states, for the former to fail at deterrence. Additionally, conventional energy will redirect unabated into spy wars, NGO-veiled domestic agitation, and low footprint spec ops kinetic action.

Deterrence only requires the ability to cause enough pain to outweigh the benefits of aggression. That's entirely doable, even for micro-states. Spies, NGOs, etc. just have to be dealt with. Again, quite doable.
