isn't demonstrability the criterion of science? if it is, nothing could ever be "pseudo" scientific. it's either demonstrable or not.

No, to call something pseudo-scientific is to claim that it presents itself as an assertion that grounds itself in the knowledge-system of science while failing by that system's standards. It has nothing to do with authority at all.
