My hypothesis for the Woke Capital phenomenon: they have Human Resources departments imposed on them from the outside, which grew so large and powerful they cordycepted the companies, and now use them as zombie-like vehicles to force the same agenda on the whole world

Regulatory capture goes both ways. Once you're driving out competitors by regulating their business out of existence, then your business is mainly about keeping the regulators from doing it to you too.

The business needs the regulator to let it continue making money. The regulator doesn't need the business. They will lean on the business just because they're bored.

There's also the fact that any particular regulator covers more than one business. In a conflict, they will favour whichever sector has grovelled most magnificently, as far they remember.
