The UN isn't hegemon, the US is. And 'substantial' geopolitical regime diversity is a result of American internal instabilities, not nukes.

Russia's economy is the size of Italy. Yet it has suite of client states (much like US does) that buy its weapons and maintain friendly relations with it. Without nukes, all those states would be under US influence.

I don't see how an imperialist examples refutes my point. If nukes enable sovereignty, and sovereignty enables independent foreign policy, then it's natural that in a world where not every state is armed, those that have nukes will pursue imperialist policy to their benefit.
