This is likely window dressing because universities do horribly at addressing sexual harassment or assault in their campuses. It's a start and more needs to be done as you point out.

Agree; a good start. There is policy which is highly commendable. The path to change will come from enforcing that policy. Other funding bodies need to do the same and to address racism, ableism, bullying, homophobia, transphobia.
