I can understand it can be difficult to work these things out! But it's the same as offline; different cultures have different norms...

Absolutely. I guess I feel that an online "public" space eg Twitter has are fewer cues signalling when one has moved to a new set of norms.

They likely live, & interact online with, people who share their rules. But they also deal with ppl who don't respect this, incl on Twitter

If you read widely enough, and see how others interact with one another, you figure out the rules. If you get it wrong, apologise. Do better
