Quality through Quotas will NEVER work, b/c it's based on statistics, not individual merit. By such, if a story's set in early 1900's Europe, a travelling Asian merchant can't be the title character, even if they may be best by merit, b/c they don't match the "statistics"

Even though Joker famously has a "multiple choice" past, there are still a few consistent parts of his story: 1. He's Caucasian 2. Something happened to break him mentally 3. His mental break led to his becoming dangerously violent.
