Some workplaces are moving towards anonymous CVs to reduce selection bias (not free from bias but still). Unless it's for a job in front of a camera, this seems ridiculous. Good luck with the application!

Thank you! I agree, I understand that verbal communication skills are important for many jobs but I think it is a bit much to assess that at this stage considering I may not even be asked to submit a research proposal let alone get to the interview stage...
You're right - too much being asked at the first stage. Regardless, hope you do well and when they offer you the job, tell them to change their hiring practices!
