Notion of spiritual sovereignty expressed within Statement is almost word for word from ICJ 1976 advice on Western Sahara. Contrary to such advice the NSWALRA 1983 legislates a homogenised LALC membership with statutory powers relating to First Owners cultural heritage protection

Sovereignty, spiritual or otherwise, has never been ceded by Oz First Nations thus NSWALRA 1983 should be amended to reflect this & vest NSW LALCs in FNs/FOs. At very least all current LALC statutory cultural heritage protection powers should be vested in respective FNs/FOs.
