A National Park Service volunteer just told me that the tanks & military equipment are all in the closed off perimeter for the president's VIPs and that the general public on the Mall will not be able to see them.

Does this mean we can bill his reelection committee and/or the RNC for the entire price of the display? Because if only invited supporters can see it, it's hard to argue that this isn't political activity & a campaign rally.
