I don't see how that's related to the issue at hand at all though. Why would that impact whether or not he's able to play GSL?

You did not, i was just confused by your tweet. Rules are in place to avoid abuse and if blizzard wishes to punish a player for any behaviour thats not acceptable they can refer to the rules to avoid people later going "that was not in the rulebook".
That however does not mean they should always enforce every rule because i think blizzard is pretty good at accomadating players in that regard.

Yes but if you literally never enforce a rule, it starts to look suspect when you randomly decide to enforce it one time just because. There's no reason for rules like that to be in the rulebook

Well, rules are there so blizzard or any company really can refer to a rule when a player is breaking one. Unsportsmanship behaviour for example doesnt mean they need to bann anyone that doesn't type GG. But the moment someone shows terrible behaviour they can refer to that rule.
