I'd say it's because a rational process (even if not our own conscious one) put it in relation to other concepts, all relating to a 'meta concept' of what it means to us. If there's no such thing as rationality then an idea should be both itself and not, and emotions won't work.

Yes. And it is also a feedback look because: emotion = physical arousal + emotional thoughts. So perhaps: belief is a feeling about an idea. Or: belief is an idea about an idea, accompanied by arousal.

Effectiveness is the benchmark of an idea. Problem is, most look at how effective it explains, we should focus on how effective it predicts — applying the explanation to the future.

This doesn't address or refute my point that emotion relies on ideas, and ideas happen before emotion. You can *feel* certainty *after* you have the idea, but rationality is the only way you can create the original idea. In fact, *certainty* stands in the way of rationality.

Only if your beliefs rely on *certainty*. Certainty comes and grows *after* you choose a belief. You *can* conclude "I suppose this is the reasonable idea", and then commit yourself to feeling certain about it- this is the order of events people go through.
