Change d address of ur profile to a US one. That did the trick for mine
My cards (Zenith or GTBank) are being declined when I want to pay for my Google Apps subscription. Is anyone else having this experience?

Everyone one is. Play uses Dynamic Currency Conversion which all the banks have blocked. Workaround? Change to a US address.
