1/ #indyref why's Westminster devolving more powers to Scotland now? Why did they hold back what they say is good for them until just now?

@OoTheNigerian Education and health are 100% controlled by Scotland at the moment. No other region has that in the UK
@DoubleEph so I'd assume you suggest that they gradually go more independent but it is too early to cut off completely?
