literally pepper sprayed for no reason , people were pushing forward and then as soon as they pulled the spray out everyone left

I see people in a queue and I see an officer shake and apparently dispense pepper spray but what I don't see is a reason for it

I was there was a massive stampede prior to the video incredibly dangerous pepper spray was justified
