This email actually doesn’t make sense to me. Even when a seat is vacated, staff members can still handle constituent issues with the federal government. The most recent example I can think of is Rep. Don Young’s death. Afterwards, Alaskans still received help from his office.

True, but we were immediately re-classified as employees of the Clerk due to vacancy. Member-elect offices aren't vacant, but they're not represented either. Also, constituents need to sign release forms to "The Office of Rep. XXX." Not having those is a big casework issue too.

I'm sorry, but why would the IRS provide help to a Congressman and not a congressman-elect? What kind of power do they get once there is a speaker that they didn't have with this agency prior? It looks weird considering the IRS should be at arms lenght, no?

This is not true: The members are members. Not being sworn in means they can't vote or introduce bills, but they can do other business (such as electing a speaker), per House rules.
