The joke here is that Chappelle himself has grappled with the fact that there were people (like you) who took his satirizing of racism as a carte blanche for racist jokes in general. You are completely missing the point. Laughing at racism is not the same as laughing about racism

The main direction of the former is to laugh about how silly racism really is. The main direction of the latter is to laugh about how barbaric those other (Chinese) people are. If you can't see the principle difference between those two, I don't know how to help you.
