Think of it how a tweet will fluctuate between 100-103 likes. Different servers, people liked and unliked it and it shuffles. With something like a sub count it's always going to be in flux and never 100% accurate.
I've never seen a tweet fluctuate like that, even in cross-device viewing.
It's more common the more traffic on something. The best example I can think of is "93 comments, 7 views" it takes time for it to process all of the individual aspects and record it to the master server/file. It's weird and stupid but it's pretty basic for web browsing.
