Sure this will force small channels to shutdown, But it is much better if you really punish spammers, I personally reported a person with lots of channel all same videos all stolen from other channels. But no action taken by YouTube. I have that email and 12 channels list.
All we want is punish spammers and small creators not adding more rules. It should not be happening
