    I firmly believe it falls into editor's authority, and should not be imposed on reviewers, who use their own perception about what each journal is (regarding rigor, expected quality etc). 2/

    When Newton submitted his first paper to the Royal Society, Robert Hook was asked to review it. Newton was so furious at Hook’s comments he threatened to resign from the Royal Society. It all went downhill from there.
