It is a hot take, and by no means indicative of Genji's actual balance state, but slower reaction times and poorer coordination (of positioning, ult usage, and target focus) can make genji seem better at lower ranks when he uses dragonblade. That being said, he needs buffs

It's not even when he uses Dragonblade, on lower ranks nobody peels for their supports and supports can't track a jumping Genji on their asses of course they think Genji shouldn't have gotten buffed. Which is a joke because even at low ranks he isn't even picked that much
