Blizzard actually trialed this in beta with all heroes, it was a mess. (though it was only damage taken, not shield damage, but that'd be even worse)

You know how at certain ranks people are afraid to shoot Zarya bubbles for risk of giving her charge? Basicslly imagine that but with Rein's shield, and you'll see why this is a bad idea.
