  2.- A nivel internacional la omisión de controles para el uso de fuerza "no letal" cuesta vidas. Tan sólo en México tengo registradas 200 muertos en 10 años. Nadie habla de eso. Existe una peligrosa mezcla de impunidad e ignorancia, tengo una propuesta para esta última.
