Again, the following here is from the Japanese trial version dated five+ months before the game came out. This room is likely the Tiger Taxidermy area leading up to Chief Irons. Some of the earliest final RE2 backgrounds (in rough draft forms) were from April. I do recall the dates of these BGs being from between June-late July (I'd have to check too). Between that time and RE2 being finalized in early November (IIRC), that still suggests devs rushing.
