      The fact is the repeated SFPD text scandals exposed a huge problem with the internal culture. So many ofcrs were freely sending so many texts because they KNEW they would not be reported internally. Yet, officers who rec'd the texts and failed to report were not punished. 2/?

      Critically, US DOJ said in May '16 there MUST be a communications audit to look for other, unexposed racist, homophobic, misogynistic texting. Inexcusably, that still had not been done five months later giving all involved ample opportunity to scrub their devices . 3/?

      Blue Ribbon Panel report -- product of SF largest, most-respected law firms -- called out the culture problem but SF STILL failed to act on it with the sort of whistleblower/duty to intervene programs other agencies use. (Is that because you planned to run against Gascon?) 4/?

      As for SFPOA, you may recall our first conversation at Third Baptist in early 2016. You encouraged me to engage on SFPD reform. I said you and Comm needed to be much more aggressive w/ SFPOA. You expressed skepticism, as I recall, citing their lawyers and $. 5/?

      On use of force litigation, you were told in early 2016 by ACLU and others there was a case right on point and you should NOT negotiate those reforms w/ SFPOA. No legal need to do so. You got bad legal advice but you should not have let those talks drag of for six months. 6/?

      Esp. not after talks w/ SFPOA were allowed to stall & water down Body Cam policy. The DELAY is what invited SFPOA to launch attack ads against you.. showing that they STILL wanted to stop policies in place in many other cities. Shoulda said "NO" from start as law allowed. 7/?

      This also showed that you were still talking the substance of the policy behind closed doors -- not just "effects" bargaining -- in violation of Brown Act. Giving the SFPOA closed door chances to stall/water down policy is STILL a problem per Bar Assoc of SF. Avoidable. 8/?

      Yes, you won that case. Given clear case law there was never any doubt that you would. Yes, SFPD FINALLY can't shoot at moving vehicles or use carotid hold -- years after other agencies made these changes -- but shouldn't have taken that long and SFPOA was enabled in process. 9/?

      Meanwhile, SFPOA remains racist and obstructionist and the current DA takes actions that infuriate them. Would you? For example, given their proven association with racial profiling, DA banned prosecutions based on contraband found from pretext stop searches. Would you? 10/?

      SFPD racial disparities remain extreme. After Comm. failed to act after 2015 Chron story on bogus, racist SFPD use of "resisting" charges, current DA instituted policy requiring review of body cam footage before charging those too often questionable arrests? Would you? End.
