Maybe I misunderstood. Perhaps you are already able to do this and the award goes to a university and you?
NumFOCUS is able to do this today. Our staff is pretty green with NSF and other federal funding agencies, but we are submitting as PIs to grants and as CoPIs with universities
We should look into better ways to give our contributors PI status through a position, perhaps a NumFOCUS Fellow program. Happy to talk specifics in a call or email.
