I agree. These grants always have a big portion devoted to “overhead,” which supports the local infrastructure at the university. Part of the problem is that open source is supported through "donations" (e.g.

Yes, but there ought to be a way to fix this. Universities negotiate an overhead rate with with US gov’t funding agencies. Maybe some foundation could negotiate something similar for open source software.

NumFOCUS plans to participate as co-PI on upcoming NSF grants that will run through us, which means we would receive a percentage of the grant as overhead just as universities do.
