I was thinking about how to support critical open source scientific software via federal funding. I’m not sure what is allowed exactly, but “donations” seem like the wrong mechanism. Paying for a product is easier technically. Is it possible to optionally sell the free software?

Right, I'm aware of this, and it's a great mechanism for orgs to give gifts, but if you go through thread you will see that I'm focusing on a different mechanism that would lower the bar and hopefully bring in many more smaller donations.
