I was thinking about how to support critical open source scientific software via federal funding. I’m not sure what is allowed exactly, but “donations” seem like the wrong mechanism. Paying for a product is easier technically. Is it possible to optionally sell the free software?

I’m thinking for instance a checkout that has a few price points and which generated an invoice to purchase software that goes to an organization like @NumFOCUS. I would think that would be possible for a non-profit.

The problem here is logistics. Every funding agency and university has different requirements and thresholds for allowable line items. Once you calibrate the prices and procedure you then have to set up payment, taxes, and the like.

If anyone in this thread can help put us in touch with key folks at various government agencies, NumFOCUS can then get feedback about how to set this up. We have STSI contacts but that's about it. That is the crux of the challenge on moving this forward.

I can probably help, but @danielskatz probably can already answer many questions given his previous role at NSF.
