The problem here is logistics. Every funding agency and university has different requirements and thresholds for allowable line items. Once you calibrate the prices and procedure you then have to set up payment, taxes, and the like.

Then you have to figure out if there’s enough interested parties to make it financially worthwhile. With significant demand it can take an FTE to handle everything even if you’re not providing support or anything.

Bootstrapping this stuff is rarely viable and there’s not much capital going around for seed investment in open source companies. And all of that presumes a functional governance/organization.

that's the goal of numfocus, I believe. It's basically "A foundation as a service"...I agree it would be well-placed to figure out some of these things, not sure if it's something they've made a push on though.

If a project brings in money they can use it to pay independent contractors. As far as I know, no one on projects is paid as staff.

NumFOCUS pays a variety of independent contractors who do work on behalf of the projects.

Are these explicitly laid out somewhere? It sounds like there's some deal of confusion within the community supported by numfocus as to the positions etc that are technically a part of numfocus

I don’t see the confusion. Numfocus does not support FTEs of any kind nor does it have plans to. They can help their projects pay contractors.
