Instead they would make some decisions hidden from the public, or just outright uncertain - this way it gives them power to adapt and choose whatever is best for them. Sometimes what's best for them just so happens to be good for teams, or spectators.

A similar but different situation happened before, where Valve implemented roster locks - and in response all the Chinese teams bypassed them by dropping their squads. Instead of punishing bad actors Valve just pressed the 'shuffle' button on the rules.

What happened?

A team has kicked a player pre-major (which they qualified for) and he will receive no points, and now the only way they can make TI is by displacing another player on another qualified team - or by joining an OQ stack for Div 2 and spending 6 weeks playing lower division.

I thought they’d said you had to play at LAN/wildcards with who you qualified with, but I clearly made this up... Valve just needs to own the whole system at this point paying salaries and reasonable prizes, and organise play.

Creating a penalty disincentivizes the behaviour, but it doesn't prevent it.
