I've said it before, and I'll say it again: if you're genuinely the 7th best team in your region you shouldn't get auto-relegated and spend the 2nd season each year in the Lower Bracket - which forces you to have to do TI last-ditch qualifiers.

I've always been a fan of all promo/relegation happens with actual matches between the teams. 4 team double elim ez

It can lead to stagnation though: after spending a whole season playing against skilled teams and then having to suddenly win 2 games against very skilled teams - can be a step-up that's too big too quick.

We had this problem on Reach between Div S and Pinnacle. That was essentially our solution. Pinnacle only grew, no demotion.

10 slots make more sense but if they do proceed with promotion/demotion: How about Upper Div #8 gets relegated - Lower Div #1 gets promoted, and a play-off happens for the last Upper Div slot between Upper Div #7, Lower Div #2, and Lower Div #3?

Never heard of it, because most league-like systems are super long-running (i.e. no reshuffle after a "world cup" like system) or franchise (i.e. no relegation).
