First, fix your content ID system. Many creators are getting punished for something they didn't do, or even getting their own content falsely claimed by someone else. (@ThisIsTheFatRat got his own song The Calling claimed by someone else for example)

This is an issue many YouTubers have to deal with considering the rise of fake companies on the site. What we need are (more) human reviewers on content ID claims that are disputed. Fixing this would be a GREAT start to making YouTube better for creators.

Paid for their hard work. Even if you only lessen the requirements to, say, 500 subscribers and 1k hours of watch time, it would help a lot.

Third, give smaller YouTubers tools such as the community tab, the new copyright management system, and others. I understand that these are in a testing phase, however giving these tools to smaller YouTubers can help them grow further.
