It really shouldn't require a subpoena. Any member of Congress can send questions to any agency. This is pretty common.

This is absolutely what needs to happen. Congress needs to end their vacation & take whatever action needed. 244,000+ people have died. We can’t wait until January 20th until Biden-Harris officially take over.
