are there just less designers who like to contribute to FOSS projects?
I think it's a complicated issue but basically a) a lot of FOSS projects are built entirely by volunteers, and they're just aren't as many UX folks out there and b) a consistent experience requires coordination which is harder when everyone is doing nights & weekends

Also a lot of free software has perfectly fine UX compared to it's proprietary competitors but just looks out of date and isn't taught in schools.
