Having instances run by a small group is definitely better than by one person but either way it does cost some money and being able to ensure a revenue stream and some savings - even on the order of a few tens of dollars a month - is critical
Also demonstrating hardship doesn't mean, like, showing the admins your tax return - but giving out accounts willy nilly is a bad idea. Invites by existing users work fine.
