you would think this would be a thing but apparently it's basically only possible through JACK (and now Pipewire), meaning only on Linux >:(

there's a very limited extent to which you can do this on windows with stuff like VAC and Voicemeeter but it's hacky and difficult to achieve what I want

and since both of those are done by creating virtual devices, they play real bad with any apps that don't let you explicitly change device (such as most browsers and games) >:(
