My guess is SF has much worse property per cap than most american cities. Chesa in particular seems to have an aversion to prosecuting "non-violent" crimes. Often non-violent perpetrators sometimes morph into violent perpetrators as

Unsure of numbers across cities with similar poverty vs crime rate trends, but a big concern in SF is the alarmingly common: "Suspect was arrested 13 times in the past year..." It's the lack of a holistic approach to rehab. Why doesn't the city try to expand Delancey Street?

that i dont have the answer to maybe the people committed to capital or their voters believe that holistic approaches to rehab doesn't jive well with personal responsibility-based belief systems
