Guanshiyin (觀世音), as her name indicates, observes (觀) the world's (世) sounds (音), hears the world's cries, but remains "Guanzizai" (觀自在) in their midst, observing with equanimity, much like the upekṣā depicted in the Upajjhāya (Abhiṇhapaccavekkhitabbaṭhāna) Sutta.

Like Indra who is watchful at the Buddha's passing, watchful of the assembly's cries but unperturbed by them, Avalokiteśvara is watchful of the world and compassionately intervenes while never, in actuality, moving from center.
