Looks like "watching" is appamādena... "appamādena maghavā, devānaṃ seṭṭhataṃ gato. appamādaṃ pasaṃsanti, pamādo garahito sadā." ...where "maghavā" is an epithet of Sakka/Inda (Śakra/Indra). Dhammapada - Ch.2, v.30(10)

Appamādena is otherwise rendered vigilance, even wakefulness. Diligence and heedfulness are other translations I've seen. Reminded of the Buddha's final words: "Conditions fall apart. Persist with diligence (vayadhammā saṅkhārā appamādena sampādethā)." Mahāparinibbāna Sutta

Perhaps Indra's practice is to watch the rise and fall, to ride the waves without being swept away by them. He is among the few who are watchful, not wailing uncontrollably at the loss of their teacher. Heeding the Buddha's parting words, he practices watchfulness (appamādena).

There’s a great story about Indra where he’s fighting the baddies and just flat stops b/c he notices he’s hurrying baby eagles in their nests. The baddies retreat b/c they think he has reinforcements coming (he doesn’t). He wins. Diligence paid off.

Sounds Jātaka-esque, but perhaps this could be Vedic in origin? What is the source, if I may ask?

When seated resolved to meditate settled into your practice unease enters disrupting practice the authentic observer noting the disturbance acts to smooth the disturbance restoring the practice. Suspect it is not what is watched but who watches.
